[Openais] [corosync trunk] remove ais uid and gid requirement

Because we now have the uidgid.d directory in /etc/corosync for
containing security files, we no longer need to absolutely require the
system to have this UID and GID.  Instead individual packages can set
their own uids and gids they create in the proper directory.
