[Openchain-Specification] Specification Development/Release Process

Based feedback from the last spec working group meeting, I prepared a draft description of the steps taken during the release cycle for each version of the spec:

In particular, it was requested if we could document the review process for changes incorporated during the 30 day Public Comments period. Although spec updates should only be minor during this period, I added a two week Freeze period to allow one to raise concerns or objections to changes made during the Public Comments period.

Although we will update this process overtime,  I would like to establish a first release date for the process overview. We will accept feedback and discussion on the description of the entire process through the June 4th Spec working group meeting. We will extend it if addition discussion merits that.
