[packaging] LSB 3.1 distributions

With the discussion moving towards distribution native package managers
on LSB distributions, I thought it might make sense to get a list of
what we are dealing with.  

While there are hundreds of distributions out there, we can probably
focus on the ones that are LSB 3.1 certified plus those that the
certified distributions have as relatives (community/sponsored/upstream
distros).

I was going to put this in the LSB wiki, but I cannot get it to format
it sanely at all.
