What do the LSB folks think about this? Would the LSB site be the place for this?

Right.

I think I saw some agreement in the last few days about Denis Washington's 
meta data files. Doesn't it make sense to capture something that appears to have
agreement, post it someplace, comment on it, and maybe refine it and give it life?
