In fact, its not the tool, but the person who packaged, that is  
commonly included in RPMTAG_PACKAGER.
(The string value is UNSPECIFIED so that one might well limit the  
value to tools only if LSB desires).

RPMTAG_PACKAGER
     A string identifying the tool used to build the package.
