The text in section "22.2.4.3" below "Table 22-10. File Info Tag  
Values" at

does not specify that filenames carried in either representation  
__MUST__ be sorted
alphabetically. In fact, any rpm package without sorted file names  
will have
UNDEFINED behavior when rpm tools are used to install the package.
