The text in section "22.4. Package Tools" at

	http://dev.linux-foundation.org/betaspecs/booksets/LSB-Core-generic/LSB-Core-generic/pkgtools.html

claims
The LSB does not specify the interface to the tools used to
manipulate LSB-conformant packages.

That statement is null & void when LSB is also proposing "The Berlin
API".

The other sentence in the section (included for completeness) is

Each conforming implementation shall provide documentation for
installing LSB packages.

There are few (if any) "conforming implementations", RPM itself does
not qualify as a conforming
implementation.

The other issue is tools to be used for building LSB packages, without
which there is no
need to provide any documentation about installing LSB packages.

Its likely time to mention (perhaps with an example process) how to
produce and verify LSB packages.

The number of tools needed (afiak) are
	alien
	Stuart's perl script

The documentation for building/installing LSB packages likely needs to
be maintained
outside of the LSB Core packaging document no matter what. If so,
dropping the
Tools section entirely is a possible resolution.
