CUPS DDK can create globalized PPDs from po/ directories somehow. Mike, 
is it able to do so without all locales installed?

locales-all seems to be Debian-only. In Ubuntu it does not exist.

For me it seems that with all locale-related env variables undefined 
gettext creates only English text.
