There is no Indian national or toll-free number, but there is an app for 
smartphones to call in via VoIP. So if you have WiFi or a fast 3G/4G 
connection where you are, you can call in with the app.

At least under Android it is called FCCI Dialer.

I use this app for calling in from Brazil and it works.
