[PATCH 23/23] ia64/pv_ops: update Kconfig for paravirtualized guest and xen.

introduce CONFIG_PARAVIRT_GUEST, CONFIG_PARAVIRT for
paravirtualized guest.
introduce CONFING_XEN, CONFIG_IA64_XEN for xen.
